§ 275-508. Certificate of completion and as-built plan.

A. 

At the completion of the project, and as prerequisite for the release of the financial security, the applicant shall:

(1) 

Provide certification of completion from an engineer, landscape architect, surveyor or other qualified person verifying that all permanent SWM facilities have been constructed according to the plans and specifications and approved revisions thereto.

(2) 

Provide a set of record drawings/as-built plans. The as-built plans shall include all SWM facilities included in the approved SWM site plan. The as-built plan and an explanation of any discrepancies with the SWM site plan shall be submitted to the Borough Engineer for final approval. In no case shall the Borough approve the as-built plan until the Borough receives a copy of an approved declaration of adequacy, highway occupancy permit from the PennDOT District Office, and any applicable permits from PA DEP.

B. 

Upon receipt of the certificate of completion and as-built plans, and prior to release of the remaining financial security, the Borough of Ephrata shall conduct a final inspection to certify compliance with this chapter.
